ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348 and 50-364 Farley Units 1 and 2 License Nos. NPF-2 and NPF-8 During the Nuclear Regulatory Commission (NRC) inspection conducted September 10 through October 9,1987, a violation of NRC requirements was identified.

The violation involved a failure to establish, implement and maintain procedures required by Technical Specification Section 6.8.1. In-accordance L. with the " General Statement of Policy and Procedure for NRC Enforcement l

Actions",10 CFR Part 2, Appendix C (1986), the violation is listed below:

l Technical Specification 6.8.1.f requires written procedures to be L established, implemented and maintained covering fire protection program implementation. Procedure FNP-0-AP-38, Use of Open Flame, establishes the responsibilities involved with the use of open flame operations and establishes when a fire watch is required. Section 4.0 of Procedure AP-38 states that a continuous fire watch must be able to continuously detect'a i fire in any part of the affected area. Procedure FNP-0-39, Fire Patrols and Watches, establishes the responsibilities associated with the routine watch for fire and hazardous conditions on the site. Section 4.2.1.4 of AP-39 states that the fire watch must be alert to: any smoke, unusual light or odor, conditions likely to cause a fire, or conditions likely to reduce the effectiveness of the fire protection system.

Contrary to the above, on September 17, 1987, the continuous fire watch assigned to the roof of the auxiliary building to monitor the open flame operations associated with the the roofing repairs was not alert to his duties. The fire watch had stationed himself approximately 75 feet from the open flame operations. Piping, equipment and other obstructions located between the open flame operations and the fire watch's position prevented the fire watch from continuously observing the open flame operations and associated hazards in order to be alert and readily available for emergency actions if required.

This is a Severity Level V violation. (Supplement 1)
