.' l ENCLOSURE 1 NOTICE OF VIOLATION Alabama Power Company Docket Nos. 50-348, 50-364 Farley Units 1 and 2 License Nos. NPF-2, NPF-8 During the Nuclear Regulatory Connission (NRC) inspection conducted on February 24-27, 1987, a violation of NRC requirements was identified. The violation involved a failure to follow fire brigade training procedures. .In '

accordance with the " General Statement of Policy and Procedure for NRC Enforce-ment Actions," 10 CFR Part 2 Appendix C (1986), the violation is listed below:

Technical Specification Section 6.8.1.f states that written procedures shall be established, implemented and maintained covering fire protection program implementation. Farley Nuclear Plant Training Plan, Procedure FNP-0-AP-45, Appendix Q states that the fire brigade retraining program will consist of formal lectures and six drills per quarter.

Contrary to the above, during 1986 an inadequate-number of fire brigade drills were conducted in that a total of 18 drills were conducted with three drills conducted during the first quarter, none the second quarter, one the third quarter and 14 conducted during the fourth quarter.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
