ENCLOSURE 1 NOTICE OF VIOLATION l

Alabama Power Company Docket Nos. 50-348, 50-364 Farley Units 1 and 2 License Nos. NPF-2, NPF-8 1

During the Nuclear Regulatory Commission (NRC) inspection conducted August 19 through September 10, 1987, a violation of NRC requirements was identified.

The violation involved failure to implement procedures required by Technical Specification Section 6.8.1.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is cited below:

Technical Specification 6.8.1.c requires that applicable written procedures covering surveillance and test activities of safety related equipment be established, implemented, and maintained.

The set points for the pressure switches which energize the control room status lights to indicate that normal air pressure is available in the air receivers to start the emergency diesel driven generators are specified by design documents A-170750 for Unit 1 and 205968 for Unit 2.

The pressure switches for diesel generators 1-2A, 1B and 28 are specified to close at 420 psig and remain closed until the pressure is reduced to 370 psig. The setpoints for the pressure switches are maintained by calibration procedure FNP-0-IMP-425.3 " Pressure Activated Switches (Generic)".

Contrary to the above, prior to July)"30,1987procedure FNP-0-IMP-425.3

" Pressure Actuated Switches (Generic had not been fully implemented in that the set points of the pressure switches on the air start receivers'to diesel generators 1-2A, IB and 2B were calibrated to close at 420 psig and open at various set points ranging from approximately 406 to 422 psig.

Thus the normal air pressure status lights on the main control board in the control room were frequently not illuminated when there was actually sufficient air pressure in the air receivers to start the diesel engines.

This is a Severity Level'IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Alabama Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in rep)ly including for each violation:
