Subject: Inspection Report No. 50-213/86-22
A routine safety inspection was conducted on July 22-25, 1986, to evaluate the
radiological prctection program implemented c.uring steam generator eddy current
testing and tube plugging at Haddam Neck teclear Power Plant. The inspectors
reviewed aspects of the radiation protection program that are described in the
NRC Region I Inspection Report enclosed wi'.h this letter.
Within the scope of the inspection, it appears that some of your activities
were not conducted in full compliance with regulatory requirements. Radiation
protection program breakdowns resulted in a worker exceeding the NRC quarterly ,
whole body exposure limit. Apparent violations are discussed in the enclosed
report. We have scheduled an, Enforcement Conference in the Region I office for
September 3, 1986 at 3:00 PM to discuss these matters with you. The need for
and the nature of appropriate enforcement action for the apparent violations
will be the subject of separate correspondence at a later date.
