l j POPULATIONS LIST SOURCE:

i The populations items list for the Piping System Bolted Joint / Material population is comprised of the piping bolted joints listed in the Brown &

I Root (B&R) Welding' Engineering Component (WEC) data base (Attachment 1) and

) the list of instrument bolted joints contained in Attachment 1A.

The population is comprised of both safety related process pipe bolted joints and instrument bolted joints. The safety related pipe bolted joints are assigned flange I D. nu=bers and tracked on the B&R WEC data base.

The instrument bolted joints which are safety related and non-ASME III, are not assigned unique I.D. numbers. No site data base exists for these l instrument bolted joints except indirectly by a manual list of Instrument Pipe / Tubing Isometrics (FSI's) maintained by the TUGC0 Nuclear Engineering Instrument and Controls (TNE I&C) Engineering Group. The. isometrics show all safety-related instrument piping and related bolted joints.

Therefore based on the above, the population list source is comprised as follows:

1. For the safety-related pipe bolted joints the WEC Data Base j Computer printout dated June 23, 1985 is used u a population g source document (Attachment 1). This document lists all 4

safety-related bolted joints and assigns each flange a sequential j number. This complete list of flanges will make up part of the population list. However, only those bolted joints which are selected, that are installation complete and QC accepted, as

, verified by a QC signed " Construction Operational Traveler" (Attachment 2) will be included in the random and engineered g samples.

i j 2. For -he safety related instrument bolted joints, a manual list of instrument pipe isometrics (FSI) was obtained on June 7, 1985 f' (Attachment 3) from the TNE I&E Engineering Group. Each FSI on this list.was reviewed to determine which FSI's contained bolted d "E**

In addition, several instrument specifications and the Diesel Generator Flow Diagram (see below) was reviewed to determine if any additional instrument bolted joints exist, in particular, instruments that were mounced directly to equipment and therefore would not have been covered in the original manual list provided by the TNE I&C Engineering Group. The additional instrument bolted joints determined by this review were added to the original manual l list (Attachment 3) above.

Instrument bolted joints that are installation complete and QC accepted, as verifi'ed by a QC signed " Instrument Inspection Report" (Attachment 2) shall be included in the sample. Sample items will be selected prior to verification of installation complete and QC acceptance. Only those considered "QC accepted" will be used in the sample. Items selected which are not "QC accepted" will be removed from the selected sample list and a new sample item chosen from the population list.

The population lists described above i.e., the.WEC data base (Attachment 1) and the complete list of instrument bolted joints (Attachment IA) have been combined and numbered sequentially to establish a complete population list.

The total number of installation complete and QC accepted bolted joints that are included in this list is approximately four to five thousand. Based on this quantity, a random sample of 60 bolted joints will be chosen.

BASIS FOR ACCEPTING THE LIST:

Pipe Bolted Joints The WEC data base for flanges is controlled by the B&R Paper Flow Group on site and is a listing of safety related bolted joints, regardless of installation status. The list was cross-checked by randomly reviewing approximately 150 isometrics from a total of 3,000 safety-related Brown &

Root Piping (BRP) isometrics, for Units 1, 2, and common, to verify that all bolted joint I. D. numbers shown on the isometrics were included in the computer printout. The computer printout satisfactorily matched the bolted joints shown on the isometrics.

In addition, the process by which bolted joint numbers are assigned and incorporated into the WEC data base was reviewed to provide confidence in the completeness of the list. B & R procedure CP-CPM 7.1, Rev. No. 2, entitled

" Package Flow Control" delineates the method by which controlled items, i.e.,

flanges, are statused in.che WEC data base. - This procedure is followed for

. the.CPSES.. Unit.f.2. construction activities outside of the Unit I security boundary. For the Unit 1 flanges which were done prior to implementation of this program, a review of all isometries was done by B&R and all existing flanges were entered into the data base.

As statt.d above, the list contains all bolted joint identification numbers, regardless of status, e.g., included are voided, deleted and-installation incomplete bolted joint I.D. numbers. If during the random sampling, a completely deleted bolted joint number is chosen, it will be dropped and a new number randomly selected. Similarly, this will be done for voided, incompleted, etc. , bolted joint numbers.
