REPORT OF INTERVIEW SUSAN SPENCER PALMER On August 2, 1985, Susan PALMER, TUGC0 Senior QA Auditor (Administrative), was interviewed by NRC Investigator H. Brooks Griffin in Dallas, Texas. PALMER was represented during this . interview by WOOLDRIDGE. PALMER said she had been a TUGC0 employee for six and one-half years and was hired in January 1979 as a QA Auditor. PALMER said her inimediate supervisor was David McAFFEE, Manager of QA.

PALMER was questioned about her knowledge of the 1978 MAC report. PALMER said she had coordinated the assembly of documents to comply with the intervenor's request. PALMER said she remembered attending a meeting in 1980 with David CHAPMAN and Ron TOLSON to determine shat documents were producible under the request. PALMER said her duties related to the intervenor's 1980 request for documents involved the review of the QA files to determine what reports existed.

PALMER said she also recalled that she had several conversations with David CHAPMAN on the subject of the intervenor's request following the completion of her review of the files. PALMER said she did not remember whether she located any relevant documents during her review of the files. PALMER said that David CHAPMAN and John MARSHALL were primarily responsible for assembly documents of the response to the request.. '

6-l',A aware during 1980 of the existence of the report. PALMER said she recalled Qy asking CHAPMAN whether the MAC report was producible, and said she recalled' that CHAPMAN told her it was not producible. PALMER said she also recalled asking MARSHALL whether the MAC report was producible, but she did not riicall MARSHALL's answer.

. PALMER said that over the years foTlowing her review of the files, she did not recall participating in or hearing any discussions about the MAC report.

PALMER said she also worked in some areas involving the prudency audit. PALMER related that when the MAC report was rediscovered in 1985, she recalled partici-pating in discussions about the MAC report's relationship to the prudency audit with unidentified utility employees.
