j 1.0 , SUM *AARY OF OPERATING EXPERIENCE I

The Comanche Peak Steam Electric Station (CPSES) is a dual unit

. pressurized water reactor power plant, each unit licensed at 3411

Megawatt thormal (MWt). It is located in Somervell County in North Central Texas approximately 65 miles southwest of the Dallas-Fort Worth -

i Metropolitan area. The nuclear steam supply system was purchased from l Westinghouse Electric Corporation and is rated for a 3425 MWt output.

s j 1.1 CPSES UNIT 1 CPSES Unit 1 achieved initial criticality on April 3,1990. Initial power j generation occurred on April 24,1990, and the plant was declared

commercial on August 13,1990. Sinca being declared commercial, CPSES

Unit 1 has generated 64,908,275 not Megawatt-hours (MWH) of electricity i as of December 31,1998, with a net unit capacity factor of 76.8% (using 1 MDC). The unit and reactor availability factors were 80.6% and 89.9%,

j respectively, for the year 1998.

i

! On March 15,1998 the unn began the end-of-cycle coast down at the end j of the sixth operating cycle. On March 21,1998 the unit began the power ramp down for its sixth refueling outage. The unit entered the refueling

] outage on March 21.

l During the refueling outage,92 fresh fuel assemblies were loaded for i j Cycle 7. The refueling outage lasted 38 days and ended on April 28,1998.

Unit 1 was returned to 100% power on May 4,1998.

j During the refueling outage, the major work scope completed included:

' Valve Replacement e Rssidual Heat Removal Pump Coupling Modification e Transformer XST2 Work e Emergency Diesel Generator 18-month inspection e Emergency Diesel Generator replacement of four cylinder liners.

e 100% Eddy Current Testing on all four Steam Generators '

e Installation of Steam Generator inspection ports

  • Heater Drain System Modifications for increased reliability ,

o Reactor Coolant Pump Motor Replacement '

e Installation of Woodward 701 Governor System on Diesel Generators

  • Inspection of Fuel Assemblies e Reactor Coolant Pump Cartridge Seal Changeout e Tear down Inspection on the 2A & 2B Main Feedwater Pumps and turbines.

During this reporting period their were no failures or challenges to the Power Operated Relief Valves or Safety Valves.

1.2 CPSES UNIT 2 CPSES Unit 2 achieved initial criticality on March 24,1993. Initial power generation occurred on April 9,1993, and the plant was declared commercial on August 3,1993. Since being declared commercial, CPSES Unit 2 has generated 42,636,077 not Megawatt-hours (MWH) of electricity as of December 31,1998, with a net unit capacity factor of 78.2% (using MDC). The unit and reactor availability factors were 99.6% and 100.0%,

- respectively, for the year 1998.

Figure 1.2-1 provides the generation profile of the average daily not electrical output of Unit 2 for 1998. Table 1.2-1 is a compilation of the monthly summaries of the operating data and Table 1.2-2 contains the yearly and the total summaries of the operating data.

During this reporting period their were no failures or challenges to the Power Operated Rollef Valves or Safety Valves.

2.0 OUTAGESAND REDUCTIONS IN POWfa i 2.1 CPSES UNIT 1 1 Table 2.1 describes unit operating experience including unit shutdowns l and provides explanations of significant dips in average power levels for j CPSES Unit 1.

3.0 EXPOSURE AND MONITORING REPORT The personnel exposure and monitoring report for CPSES is provided in Table 3.0.

4.0 REPORT OF RESULTS OF SPECIFIC ACTIVITY ANALYSIS IN WHICH THE PRIMARY COOLANT EXCEEDED THE LIMITS OF TECHNICAL i SPECIFICATION 3.4.7 Technical Specification 6.9.1.2.b requires the reporting of results of specific activity analyses in which the primary coolant exceeded the lim!ts of Technical specification 3.4.7.

CPSES Units 1 and 2 primary coolant did not exceed the limits of Technical Specification 3.4.7 for the calendar year 1998.

A)tichmert to TXX-99048 Page 5 of19 5.0 IRRADIATED FUEL INSPECTION RESULTS 5.1 CPSES UNIT 1 The reactor coolant fission product activity levels were carefully nionitored throughout Cycle 6 operation. Analysis of the activity levels iridicated no leaking fuel. Nonethelets, visual inspections were performed by inspection personnel from the edge of the spent fuel pool to assess the external condition of the fuel assemblies. In addition, selected Cycle 6 assemblies, which had indications of Axlal Offset Anomaly (AOA) from flux map resulte, were also inspected using an underwater camera system. All fuel assembiles inspected appeared to be in good condition, including those with Indications of AOA.

5.2- CPSES UNIT 2 No irradiated fuel inspections were performed since there was no refueling outage for Unit 2 in 1998.

6.0 OUTAGE RELATED SINGl.E RADIOACTIVITY RELEASE OR RADIATION EXPOSURE TO AN INDIVIDUAL THAT ACCOUNTS FOR MORE THAN 10 PERCENT OF ALLOWABLE ANNUAL VALUES CPSES Units 1 and 2 did not experience any single release of radioactivity greater than 10% of an allowable dose limit during an outage or forced reduction in power of over 20% of designed power level during 1998.

Technical Specification axial flux differential limits were exceeded (Penalty Minutes) and the unit power was reduced to 45%. The penalty minutes expired and the unit was returned to 100% power on February 27 at 1439.

2 $#80307 F H 1 On March 07 at 1150, during a Severe Thunderstorrn Watch, the unit had a turbine runback due to lightning induced secondary side transients. Power was rnanually reduced to 70%. When restoring to 100% power a loss of Heater drain forward flow required a return to 70% power at 1957. The repairs were completed and the unit was returned to 100%

power on March 08 at 1020.

The high temperature alarm was due to both Turbine Plant Cooling Water pumps tripping on a lo-lo tank level The cause was identified as a failed level switch which was repaired and the unit returned to service on March 9 at 1648. The unit was returned to 100% power on March 10 at 1354. (See the Summary of Operating Experience for additional details, LER 446I98002.)
