CLEMENTS was asked ai,out the origins of, internal investigation corducthd by his staff members, Gilbert KEELEY son Robert SPANGLER, in August 1983.

CLEMENTS said this had teen a concern of QA/QC management-for a period of time.

work through Tony VEGA, the QA Supervisor, when he had a problem with audit activities. CLDIEhTS said he concluded that TOLSON had not
