Dear Mr. Miraglia:

The District completed an evaluation of the Emergency Operating Procedures (EOPs) confirming the E0Ps can be performed, including the actions outside the l Control Room.

1 l Since December 1985 there have been six weeks of simulator training l extensively using the E0Ps by each operating crew. This, along with the E0P verification and validation program, provides assurance that required actions  !

can be performed in the Control Room. The actions required to be performed outside the Control Room have been performed either during an actual  ;

transient, during nomal plant operations, or testing. Attached is a listing of E0P actions specified by procedure to be performed outside the Control Room, showing the basis for concluding the action can be performed.
