Subject: Inspection No. 50-213/85-09
A special announced inspection was conducted April 8-12, 1985, of the
Haddam Neck Plant radioactive materials transportation program. Areas
reviewed included organization, personnel selection, qualification and
training, shipments of radioactive material, quality assurance program,
procedures, procurement and selection of packages, and preparation of
packages for shipment.
The inspection indicated that one of your activities was in apparent
violation of NRC requirements. Details are provided in enclosed Appen-
dix A. You are required to respond to these findings by following the
'
instructions included in Appendix A.
This inspection focused on the effectiveness of your packaging and
shipping operations, and management controls. Certain of the inspection
findings have been characterized as program weaknesses and are document-
ed in Appendix B to this letter. You are requested to respond to
Appendix B within . thirty (30) days of the receipt of this letter,
stating actions taken, or planned, to improve the areas identified as
weaknesses.
