The District has embarked on a methodical and detailed program to investigate and correct the causes associated with the transient of October 2, 1985. This exhaustive investigation revealed a number of actions the District will pursue both in the immediate and long term. The District has identified specific connitments scheduled for completion prior to criticality. The summary description and criteria used to satisfy these restart commitments are:

- 1. MU/HPI Flow Balance Plant Review Connittee (PRC) confirms safety function is met.
- 2. Reactor Trip Report Approved by PRC and Plant Superintendent.
- 3. Root Cause Analysis Reviewed by Management Review Team.
- 4. Oil Levels on Safety Related Procedures and training completed Pumps for operators on maintenance of oil levels.
- 5. Endurance Test on Aux FW Pump Special Test Procedure results P-319 approved by Technical Support Superintendent.
- 6. Walkdowns of Selected Systems Verify valves in operating procedures.

The attached Action List provides the District's overall plan to resolve concerns stenning from the October 2,1985, transient. The plan also includes the systematic programs the District is pursuing now and beyond restart as a result of its investigation into the causes of the trip and associated events. It is important to note that the Action List is a living document.
Except for the "startup" required items, the longer range actions will evolve further as the results of studies and analyses dictate. The District will submit to the NRC by November 18, 1985, the status of the short term actions and a schedule for completion of the long term items.
Finally, to answer some specific requests from members of the NRC staf f that visited Rancho Seco last week, the District offers the following:
A. Upon completion and approval, the District will supply, to the NRC Resident Inspector, the Post-Trip Report.
B. The District has determined that the Non-Nuclear Instrumentation and Integrated Control System (NNI/ICS) did not cause, nor were affected by, the transient.
C. The District will provide a summary report on its intended improvements to its preventive maintenance program for the secondary side of the
. plant. The District will submit this report by November 30, 1985.
D. The District has been unable to determine the cause of the feedwater Pump trip and will therefore instrument the pumps prior to startup to detect any trip signals which automatically reset.
