) ORDER 85-210 WATER DISCHARGE REQUIREMENTS 1

SACRAMENT 0 MUNICIPAL UTILITY DISTRICT RANCHO SEC0 NUCLEAR GENERATING STATION UNIT 1 Ir. accordance with the monitoring and reporting requirements of the subject order, please find attached a summary of the Water Quality Monitoring Program at the Rancho Seco Facility for February, 1986.

Additional comments are as follows:

1. Rancho Seco has been shut down since December 26 due to a loss of power to the Integrated Control System.
2. Maximum waste water flow rate was 9,800 gpm for one hour on February 5.
3. Waste water discharges amounted to 196.8 M gallons.
4. Maximum TOS in waste water discharge was 360 ppm, based on conductivity which occurred .during a retention basiis release on February 23. ~
5. Flowthroughthenewsewageplantaveraged25,86bgpdforthe month of February. . . .
6. The new sewage plant was put into operation November 30 cnd is still in a testing mode.
7. Upon examination of the site drawings for the Plant Effluent Orainage I System and Site Storm Drainage System, it has been determined l that the estimated 800 gallons of rcw sewage water was not diverted to the Retention Basin as reported to the California Regional Water Quality Control Board by telephone on February 5, but left the site through the Site Storm Drainage System. Therefore, the failure of the sewage sump pump caused an estimated 1300 gallons of raw sewage

], water to leave the site through the Site Storm Drainage System.

-W H CROOKS- March 4, 1986 Because of the topography of the area, all drainage flowed to the old construction impoundment just south of the restricted-area fence but still on SMUD's property. Due to cattle grazing in the area and walking through the impounded water, it was determined to be futile to sample for Coliform, B00, or Suspended-Matter. .

8. Failure of the site well allowed sand into the water system which held flush valves open, causing-high sanitary flows. The site well pump has been replaced and the screen inspected. Samples of the sewage plant effluent were taken during the high f-low of~

February 5, and for the next few days until the flows were back to normal. All test results indicated that the Suspended Matter, Settleable Matter, 800, and Total Coliform remained within specifi-cation during the period, flI ~e $L j p f 341 GEORGE COWARD MANAGER, NUCLEAR PLANT RANCHO SECO NUCLEAR GENERATING STATION 14440 TWIN CITIES ROAD ,
