FOR FIRE PROTECTION SYSTEM INSTALLATION W.O.'57300,' JOB E-5590, FILE'NO. 956C,'M-72 This letter constitutes an interim report concerning the subject condition.' initially reported to the Commission on December 14, 1982. CG&E has determined that this condition is a reportable deficiency under 50.55 (e) .

The condition identifies the lack of a quality assurance program for the design and construction of fire protection systems and components. In 1977, CG&E committed to provide a quality assurance program in .the Fire Protection Evaluation Report. This report was in response to Appendix A, Section C of

-the NRC Branch-Technical Position APCSB 9.5-1, but the quality l - assurance aspects of the program were not incorporated into the ZPS-1 quality assurance program. An evaluation of this condition j

has been completed and is as follows:

L This deficiency will require extensive evaluation to ensure l- that the installed fire protection systems and components meet the criteria and- bases of the safety analysis report as committed to in the Fire Protection Evaluation Report; and is therefore

! . considered to be significant and reportable.

To resolve this condition, a proposed fire protection quality assurance program based on the Branch Technical Position APCSB 9.5-1 and the NRC's Supplementary Guidance for Fire Protection I Quality Assurance, dated June 14, 1977, has been developed by L CGEE. This quality assurance program is part of the Project Quality Assurance Manual'(Appendix).
