-This letter constitutes a final report concerning=the subject-condition initially reported to the Commission on January 4, 1984, as a potentially reportable item under 10CFR50.55(e).- CG&E has since determined this condition not to be reportable.
CG&E'has been revieuing prior Nonconformance Reports (NCR's) in the Quality Confirmation Program (OCP) and other quality reviews.
These reviews occasionally identify conditions which occurred years ago and which may have represented significant deficiencies that were reportable under the requirements of 10CFR50.55(e).
Our initial notification stated that the doors on "A" and "B"
motor control terminal cabinets of the Combustible Gas Control System's Flammability Control Unit were cut to avoid an interference. problem.
The' Flammability Control Unit is qualified to.IEEE-323 with NEMA-4 enclosures.
It is not known whether the cabinets still conform to-NEMA-4 requirements.
At the time of notification, the events leading to the cutting of the terminal boxes were not known.
Nonconformance
. Report-(NCR) E-1621 dated January 18, 1979 documented an interference problem between the cabinets and a mechanical pipe.
The door:to termination cabinet.A was subsequently damaged due to the interference.
NCR 1688 dated February 22, 1979 was written to document-this deficiency and Design Document Change E-4595 was written to cut the cabinet doors to avoid further damage and interferences.

Mr. J.G. Keppler Regional Administrator February 3, 1984 LOZ-84-0013 Page 2 Because NCR 1688 was dispositioned " rework" the original designer, General Electric (GE), did not review the DDC or NCR to ensure that the corrective action did not compromise the NEMA 4 ratings of the cabinet doors.
This condition has been documented as a part of NCR Q-QAD-83-2887-E, dated October 24, 1983.
CG&E has determined that the subject condition does not represent a significant deficiency and is not reportable under 10CFR50.55(e).
If construction had continued on the Zimmer Station, this condition would have been adequately resolved by NCR Q-QAD 2887-E.
We trust the above will be found acceptable as a final report under 10CFR50.55(c).
