ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM M-101; ITT HYDROMOTOR ACTUATOR OIL SEAL LEAKAGE W.O. 57300, JOB E-5590, FILE NO. 956C, M-101 This letter is in regard to the subject condition initially reported to the Commission on November 2, 1983 as a potentially reportable deficiency under 10CFR50.55 (e).

This item is the result of a review of an unresolved CG&E nonconformance report, 81-65-E of 5/6/81, documenting this condition, along with a

. review of correspondence in the 50.55(e) M-14 file concerning HVAC damper actuator deficiencies which was originally identified to CGEE in April 1980, by NRC IE Bulletin 80-09.

CG&E has determined that this condition does not represent a reportable condition under 10CTR50.55(e) since the plant's preventative maintenance program should preclude oil leakage to

'the' point of-failure.

Nevertheless, the following corrective

' actions will be taken to correct the damper actuator deficiencies reported under Item M-14 and including the oil leakage problem:

.l.- Remove the top-and yoke assembly covers and inspect all 110 damper actuators for oil leakage.

2.

On a scheduled basis, remove from service and disassemble those actuators indicating oil leakage and determine probable cause.

3.

Correct any actuator shaft and/or damper linkage misalignment.

4.

Resolve all other damper actuator deficiencies.

Corrective work will proceed under the program described in 1

the Course of Action submitted to the NRC on October 5, 1983.

The resolution of the subject condition, as outlined above, will be included in the final report for 50.55(e) M-14 (HVAC Damper Actuator. Deficiencies).

We trust the above will be found to be an acceptable f

resolution of this matter.
