RE: WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM S-18, STRUCTURAL STEEL BEAM NONCONFORMANCES W.O. 57300, JOB E-5590, FILE 956C, S-18 This letter constitutes our written report concerning the subject condition initially reported to the Commission on January 13, 1984 as a potentially reportable deficiency under 10CFR50.55(e).

During field erection, defects were identified on structural steel beams from four different heats. A nonconformance report was initiated in 1980 for each defective structural steel beam and subsequently disposi-tioned reject or repair. Records have not been located which would indicate that the supplier was notified or that steps have been taken to determine to what extent the remaining material from these heats was used at Zimmer and to what extent the remaining steel contained similar defects.

This condition is documented on CG&E Corrective Action Request (CAR)83-191 and was issued co H. J. Kaiser Company for resolution. In preparing their response to this CAR,11. J. Kaiser planned to reopen the above non-

.conformance reports to address the unresolved deficiencies.

You were notified by CG&E letter dated January 27, 1984 from W. H.

Dickhoner that the Owners of the Wm. H. Zimmer Nuclear Power Station agreed to cease construction of Zimmer as a nuclear plant and to use their best efforts to convert Zimmer to a coal-fired plant. Due to the plan to con-vert the Wm'. H. Zimmer Nuclear Power Station to a coal-fired power plant, we plan no further action or correspondence on this item.
