10 CFR Part 21 -- Reporting of Defects & Noncm:pliance Illinois Power Ca,pany Clinton Station, Unit #1 SF&WC0 Intters dated 6/24/83, 8/17/83 & 10/4/83 Stpject: Final Report - Potential Noncmpliance Presented in Referenced Documents Gentlenen: '

'Ihe referenced letters established a potential problem concerning radiography of branch connection welds that were subsequently covered by reinforcing pads. During a review of radiographs at the Clinton, Illinois jcbsite, film representing Weld #7 on Piece Mark 1-DG-2-5 were found to contain images that had been identified as surface conditions at the tinn radiography was performed. It was determined, upon subsequent review of these film, that acceptability could not be proven since surface imperfections were no longer access-ible for visual inspection. The condition of this weld created our initial concern, which resulted in the suhnittal of a potential Part 21.

As previously reported, a review of our records shom1 that welds of the same configuration had been furnished to Camionwealth Edison's Byron and Braidwood sites and Virginia Electric's North Anna Units 1 and 2, as well as those at the Clinton jcbsite. Additionally, it was determmxi that we could not do a conplete review of the contract with Cincinnati Gas and Electric Canpany for the Zimner Project, since four drawings were missing fran our files.
