THE CINCINNATI GAS & ELECTRIC COMPANY dW CINCINNATI OHIO 45201 November 17, 1983 LOZ-83-0209 J. WILUAM S, JR SENIOR vict PREStoENT NUCLEAR OPERAT6CNS Docket No. 50-358 U.S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention: Mr. J.G. Keppler Regional Administrator Gentlemen:

RE: WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50. 5 5 (e ) , ITEM M-100, SLCS TANK MOUNTING FLANGE W.O. 57300, JOB E-5590, FILE NO. 956C, M-100 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on October 21, 1983 as a potentially reportable deficiency under the requirements of 10CFR50.55(e).

The bottom flange of the Standby Liquid Control System (SLCS) storage tank is used to anchor the tank to the concrete pad by means of twelve 1 3/4 inch anchor bolts. The six inch wide flange is warped resulting in a wedge shaped gap approximately 1/2 inch wide at the perimeter tapering to no clearance approximately six inches from the edge. This condition was e discovered during a NRC I.E. Inspection (258/83-08) and documented as unresolved item (358/83-08-04).

This condition may have safety significance because the gap was not taken into account during the original seismic analysis, making the SLCS tank indeterminate in regard to meeting Seismic Category I requirements.

Reanalysis might determine whether the tank, as it is now installed, would meet Seismic Category I requirements. However, CG&E has decided to correct the condition by filling the gap with epoxy grout to restore the flange to original design conditions.

Since reanalysis is not necessary to this corrective action, it would be unnecessary work to do the reanalysis solely to determine the safety significance. Reporting and corrective N%

Mr. J.G. Keppler Regional Administrator November 17, 1983 LOZ-83-0209 Page 2 action will therefore be_taken as though this condition were reportable under 10CFR50.55 (e) .

We trust the above will be found acceptable as an interim report under 10CFR50.55 (e) .
