RE: WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM E-47, TARGET ROCK SOLENOID VALVES W.O. 57300, JOB E-5590, FILE NO. 956C, E-47 This letter constitutes an interim report concerning the subject condition reported to the Commission on August 3, 1983, as a reportable deficiency under 10CFR50.55(e).

Target Rock Corporation reported a deficiency to CG&E concerning their solenoid operated valves provided for use in essential systems on the Zimmer Project. The defect consists of an excessive space at the end of the coil which allows the coil to move axially when the valve operates. This can cause the coil leads to rub on the housing and possibly cause an electrical short making the valve inoperable. We have previously determined that this is a reportable item.

We have received additional details on the materials of construction and testing procedure for the solenoid operated valves supplied by Target Rock Corporation. We have checked the materials to ensure that they are acceptable for use in the intended environment. All of the valves except one have been nualified to the environmental conditions based on their physical location within the plant. The one valve, tag number lIN171 has not aualified due to the fact that it is located inside the containment. That valve will be replaced.

On December 9, 1983 purchase orders were placed with Target Rock to provide kits for all the valves. Delivery is expected in 6 to 8 weeks.

  • Mr. J.G. Keppler Regional Administrator December 14, 1983 LOZ-83-0243 Page 2 Engineering Change Readest (ECR) 964 is being used to document, monitor and control this modification. Consistent with Zimmer procedures we will:
1. Prepare a Safety Evaluation Report (SER) .
2. Revise the vendor's instruction manual.
3. Review Test / Maintenance Procedures and provide appropriate revisions to assure that the modification kit is reinserted in the event that the valves are disassembled for any type of maintenance.

No other document changes.are recuired to complete this modification.

CG&E intends to reauest relaxation of the NRC November 12, 1982 " Order to Show Cause and Order Immediately Suspending Construction" to perform the modifications to these valves.

We trusc the above will be found acceptable as an interim report under 10CFR50.55(e).
