ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM E-54, MISAPPLICATION OF CONTROL CIRCUIT FUSES W.O. 57300, JOB E-5590, FILE NO. 956C, E-54 This letter constitutes an interim report concerning the subject condition initially reported to the NRC on September 23, 1983 as a reportable deficiency under the requirements of 10CFR50.55(e).

The subject Item E-54 identifies the lack of adequate controls over Fuse Installation / Replacement which resulted in the following:

1. Voltage ratings of fuses for 250 VDC applications were incorrectly specified as 250 VAC.
2. Fuses with improper characteristics were installed during construction and maintenance activities.

Our evaluation of the above findings has determined that significant deficiencies existed in construction and in final design that could have adversely affected the safe operation of the plant. In either of the above cases, an incorrect fuse could have been inadvertently installed in a safety related circuit and these could have resulted in a premature fuse failure or circuits not being adequately protected. These deficiencies originated from inadequate design document information and the lack of procedures to govern the installation or replacement of fuses in the plant. Therefore, CG&E has determined that the subject condition is reportable under 10CFR50.55 (e) .

1. Revise incorrect design documentation to reflect proper fuse size and type.
2. Develop a walkdown program-to verify fuses installed in the plant.
3. Establish construction and maintenance procedures to ensure proper fuse installations in the future.

The completion of the above corrective actions is scheduled for March 31, 1984. We anticipate that a final report will be submitted by May 31, 1984.

We~ trust the above will be found acceptable as an interim report under 10CFR50.55(e).
