ZIFNER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM Q-12, FAILURE TO ElIIM PROCEDURES E R INSPECTION OF RBORK/ REPAIR ACTIVITIES W.O. 57300, JOB E-5590, FILE No. 956C, Q-12 This letter constitutes an interim report concerning the subject condition reported to the Comission as a reportable deficiency on Septerrber 9,1983, under the requirements of 10CFP50.55(e) .

Itan Q-12 identifies several "7000 series" nonconformance reports, initiated by CG&E, that were closed with non-Quality Assurance personnel wrifying that repair or rework, including documentation, of the identi-fied noncomforming condition was complete and acceptable. There were 577 "7000 series" NR's initiated by CG&E between January 3, 1977 and October 28, 1981.

The cause of this condition has been traced to historical site procedures for processing nonconformance reports. The requirements in these procedures were not clear as to the need for Quality Assurance personnel to verify that repair / rework was complete and acceptable for CG&E initiated NR's. This procedural deficiency was corrected with the issuance of Owners Project Procedure 7.2, Revision 0, "Nonconformance Reports", issued 10/19/81.

To correct this condition, CG&E QA is developing a program that will require verification by QC personnel that the repair / rework for the closed "7000 series" NR's was complete and acceptable. "7000 series" NR's which have not been closed to date will be processed in accordance with our existing nonconformance report program.

Keppler Regional Adninistrator October 7, 1983 IDZ-83-0178 Page 2 Additionally, further evaluation of this condition indicates that adequate QA/QC coverage of CG&E's Electric Operating Test Department's (EDID) wrk nurf not have been established and inplanented as required by 10CFR50, Appendix B. Further investigation of this condition is required to justify the adequacy of EDID's prior work activities and to establish the necessary corrective actions required to correct this condition and prevent its re-currence.

The resolution of Management Corrective Action Request 83-15 documenting these conditions, will outline the program to correct these conditions. It is estimated that the development and approval of this program will be conplete by Novanber 30, 1983. A follow-up report will be submitted by January 6, 1984.

We trust the above will be found acceptable as an interhn report under 10CFR50.55(e).
