ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50. 55 (e ) , ITEM Q-3, LACK OF INSPECTION PERSONNEL QUALIFICATIONS W.O. 57300, JOB E-5590, FILE'NO. 956C, 0-3 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on December 8, 1982 as a potentially reportable deficiency under the requirements cf 10CFR50.55 (e) .

Henry J. Kaiser has identified 357 inspectors requiring certification of their qualifications. To date the qualifications of 252 inspectors have been determined to be adequate, the qualification records of 58 inspectors are still under review, and 47 inspectors have been identified as not certifiable to Regulatory Guide 1.58 (Revision 1). . As documented on H.J. Kaiser Corrective Action Request (CAR) 360, inspections performed by these non-certifiable inspectors will be evaluated for adequacy and appropriate corrective action will be taken.

In our previous correspondence concerning this matter, we reported the status of an ongoing review of 60,000 work packages.

This work package review has been placed on hold since our last report, and will be incorporated in the document review program required to support the Plan to Verify the Quality of Construction (PVOC).

A follow-up report on the status of the 59 inspector qualification records still in the review process, along with the corrective action which will be taken to resolve this deficiency, will be submitted by March 30, 1984.
