Research Reactor Facility UNIVERSITY OF MISSOURI Research Park Columbia Missouri 65211 February 1,1982 Telephone (314) 882-4211 James G. Partlow, Chief Operating Reactor Programs Branch Division of Quality Assurance Safegards, and Inspection Programs Office of Inspection and Enforcement Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Partlow:

We were pleased to hear that you cancelled the planned performance appraisal of the University of Missouri Research Reactor Facility. I appreciate our open, frank discussions of the cost vs benefit of such a program.

Our objective continues to be safe efficient operation of the reac-tor so that we can accomplish our mission which is to establish, maintain and operate a world class facility for research utilizing neutrons, gamma-rays, and neutrinos; to conduct an internal research program; to encourage use of MURR for multidisciplinary research and training, both internal and external to the University; and to provide cooperative services for gov-ernment laboratories and industry.

I have attached a copy of our annual report for last year. You can review a summary by looking at just the orange colored pages.

While it is absolutely essential that the reactor be operated safe-ly, it is also essential that it be operated productively. I believe the cancellation of the inspection will add to productivity with no sacrifice of safety.

Sincerely,
