Dear Mr. Haughney:

l On February 23,1996, you issued final approval of the enclosed highway route l for shipment of spent reactor fuel through December 31,1996. This approvalis l required by 10CFR73.37(b)(7).

The University of Missouri Research Reactor (MURR) is tentatively scheduled to begin a series of shipments to the Savannah River Site in early 1997. Will you please arrange to extend the NRC approval of this route through December 1998.
