Written communication specified in 10CFR50.4(b)(5) regarding changes to the Emergency Plan without Commission approval as provided for in 10CFR50.54(q)

Enclosed are the December 21,1995, revisions to the Emergency Plan for the University of Missouri Research Reactor (MURR).

The major changes to Section 6.3 First Aid and Medical Facilities (page 16) and Section 6.4 Decontamination Facilities (page 17) were required to reflect changes to our shower facilities mandated by the Americans with Disabilities Act (ADA). One additional change to page 16 includes a new name (Emergency Action Plan) for the University of Missouri Hospital and Clinics medical emergency plan (previously the Internal Disaster Plan). One additional change to page 17 reflects the fact that the Research Park Development Building, the backup emergency control center, will be used in case of all protective evacuations of the MURR facility and surrounding area within the nearest site boundary. The change to page 19 was recommended by the NRC Region III inspector during an Operations / Health Physics Inspection, October 2-6,1995. We have changed the wording in Section 8.1 to reflect the fact that we cannot require attendanet of the outside organizations who we invite to our biennial pre-drill training sessions. To assure that the outside organizations are aware of any changes to their normal response, we have added a statement to our emergency procedures, SEP-9, Trainine Procedure for Emercency Prenaredness. We state, "If members of a support group are unable to attend the training, a letter will be sent indicating any specific changes to the Emergoney Plan that may affect their response."

These changes do no decrease the effectiveness of the Emergency Plan and are being made without prior Commission approval as provided for in 10CFR50.54(q). If you have any questions please contact me or J. Charles McKibben at (314) 882-4211.
