SUBJECT:

INFORMATION CONCERNING PLANNED ORGANIZATION CHANGES

Dear Mr. Adams:

I am writing to inform you that Dr. Robert Brugger, who has been the Director of the Missouri University Research Reactor since 1974, has recently resigned from this position to assume a full-time faculty position in the Department of Nuclear Engineering at the University of Missouri-Columbia.

Dr. Brugger has provided outstanding leadership for the MURR for the past 14 years, and the University will soon initiate a nationwide search j process for a director with both the technical and leadership skills necessary to further develop the physical fac411 ties of the Reactor and to continue to improve the breadth and quality of its research programs.

Until the new director is hired, Dr. Steven Morris has been appointed  ;

as Interim Director of the MURR. His curriculum vitae is enclosed for  ;

your information.

1 To provide for a closer relationship between the research programs being conducted at the MURR and the University's other research and instructional programs, President C. Peter Magrath will be recommending to the University's Board of Curators at a meeting in early March that administrative responsibility for the Reactor be shifted from the Office of the Vice President for Academic Affairs at the System level to the

  • Office of the Vice Provost for Research and Dean of the Graduate School at N

i the University of Missouri-Columbia. The individual who fills the latter I b8' position, Dr. Judson Sheridan, is daily concerned with strengthening  !

08 research and graduate programs and hence has much richer opportunities for mo supporting the Director of the Reactor in efforts to improve joint gr programming between those in the Reactor and those in academic g departments. His curriculum vitae is attached, J

, March 3, 1989 Also enclosed is the planned organizational chart depicting the change of command that will result from this new administrative placement of the Reactor. We believe that this change can, in time, significantly enhance the interrelationships between the Reactor and the campuses. The change is internal to the University, and there will be no changes in measures related to the safety of the operation, to its financing, to its mission, and to the basic- nature of its research and service programs.

We will submit a request for a license amendment promptly after the I decision of our Board of Curators in regard to the recommendation of President Magrath to make this change in administrative responsibility.

The Vic; President for Academic Affairs will' maintain oversight responzi. It:y until the new organization is approved by the Nuclear l Regulatot. Commission. 1 We would appreciate knowing if the NRC will need further information in regard to these changes.

Sincerely yours, 'i Richard L. Wallace Interim Vice President for Academic Affairs i 1
