SUBJECT:

Written communication specified in 10 CFR 50.4(bX4Xiii) regarding changes to the security plan without prior Commission approval as provided for in 10 CFR 50.54(pX2)

Enclosed are revised pages to the Physical Security Plan for the University of Missouri Research Reactor (MURR). This revision is made to reflect a change to safeguards event reporting regulations in 10 CFR 73.71(c). The rule change eliminated quarterly submission of safeguard event log entries.

This change does not decrease the safeguards effectiveness of the plan and is being made without prior Commission approval as provided for in 10 CFR 50.54(p)(2).

Pursuant to 10 CFR Part 2.790(d), we request that the enclosure be withheld from public disclosure as it has been classified as SAFEGUARDS INFORMATION as per 10 CFR 73.21(bX1). No person may have access to Safeguards Information unless the person has an established "need to know" for this information and is authorized per 10 CFR 73.21(c).
