The Curators of the University of Missouri, a state government entity, as holders of heense ,

R-103 for the University of Missouri Research Reactor (MURR), submit this statement ofintent as the mechanism that provides reasonable assurance that funds will be available to decommission :

the MURR when necessary. In conformance with 10CFR50.75(eX2)(iv), this statement ofintent assures that the University of Missouri'will request appropriation of funds for decommissioning sufliciently in advanen of decommissioning to prevent delay of required activities.

As required by 10CFR50.75(eX2Xiv), a cost estimate for decommissioning the MURR is enclosed. This estimate of the total cost of decommissioning is $9.0 million with a 25%

- contingency included. This estimate was developed using the methodology of the Battelle Pacific

. Northwest Laboratories (PNL) report Technoloev. Safety and Costs of Decommissionine

- Reference Nuclear Renenrch and Test Renctors (NUREG/CR-1756). The reference costs from NUREG/CR-1756 have been acUusted to be specific to the MURR Facility. These costs are associated directly with decommissioning and do not reflect costs which may be incurred during , glp .

transition from a dynamic operating facility to the point of beginning decommissioning.

. periodically over the life of the facility. The University of Missouri will use the decommissioning inflation formula provided in 10CFR50.75(cX2) to adjust the decommissioning cost estimate for MURR at five year intervals. These cost adjustments will be retained with the decommissioning records required by 10CFR50.75(g)(3).
