Dear Mr. Easton:

This letter is in reference to the telephone conversation we had earlier this week regarding the issue of tracking spent fuel shipments from the University of Missouri Research Reactor Facility (MURR) using the TRANSCOM satellite tracking system.

As you are aware, the State of Tennessee and the Tennessee Emergency Manage-ment Agency wan' to track the spent fuel shipment from the MURR to the DOE's Savannah River Sito using the TRANSCOM system.

We obtained the following information regarding the TRANSCOM system:

  • Itis a password protected system.
  • Software distribution is strictly limited (mostly to state emergency management agencies and governors' designees).
  • Access list can be controlled by TRANSCOM to "need to know" states (i.e, access can be, and usually is, limited to states through which the shipment is transported).

We feel that because of the above features, safeguards information put on TRANSCOM will not be compromised. Therefore the University of Missouri is hereby requesting NRC to grant permission to let shipments from our site be monitored by TRANSCOM. g b
