SUBJECT:

Request for additional time to respond. i

Dear Sir:

We are continuing to work on the answers to the questions in your May 7,1987 k letter concerning our application dated September 12, 1986 for an amendment to the University of Missouri R-103 operating license. This amendment would authorize the use in our reactor of an extended life aluminide fuel (ELAF) element contain-ing higher densities of uranium and a burnable poison.

We are requesting a thirty day extension in the time to respond to your questions. The projected oxide thickness is an important item in many of your questions. To determine the projected oxide thickness, we needed to reasure the oxide thickness on our current fuel elements. We had to contract with Idaho Nuclear Engineering Laboratory (INEL) to have these measurements performed by their staff using the Advanced Test Reactor (ATR) oxide measurement equipment.

They were not able to perform the measurements until July 23 and 24,1987. This did not allow sufficient time to factor the results of the measurements into pro-viding the most definitive answers to your questions.
