ZIMMER NUCLEAR POWER STATION - UNIT I 10CFR50.55(e) REPORT NO. M-24, HVAC ISOLATION DAMPERS, DOCKET No. 50-358, CONSTRUCTION PERMIT N0. CPPR-88, W.0. 457300-957, JOB E-5590 Gentlemen:

This letter is submitted as an interim report on a 10CFR50.55(e) event which was reported verbally to Mr. P. A. Barrett of the Region III office on October 14, 1980.

We have been notified by American Warming and Ventilating, Inc. (AWV),

supplier of HVAC isolation dampers under Sargent & Lundy Specification H-2874, of a potential defect involving these dampers. It has been discovered that thirteen (13) ITT General Controls actuators supplied on this job are not seismically qualified. Twelve (12) of the units affected are in the Standby Gas Treatment (VG) system and one (1) is in the Primary Containment Purge (VQ)systen.

The actuators in question are lock nut mounted using a single bolt attachment as opposed to the seismically qualified 4 bolt mounting supplied on other jobs, including those supplied to the Zimmer job on Sargent & Lundy Specification H-2868.

The safety implication is that failure of one of the damper actuators due to a seismic event could result in the loss of function of the Standby Gas Treatment System Unit with which that damper is associated.

problem, AWV has also informed Sargent & Lundy and has submitted its proposed modification procedure to Sargent & Lundy, which, when approved, will allow AWV to rework the actuator mounts in the field to a seismically qualified configuration. We are currently estimating completion by December 31, 1980.

i i This matter has been reported to the NRC by AWV as a Part 21 event.
