SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-277/99-01,50-278/99-01

Dear Mr. Rainey:

On February 15,1999, the NRC completed an inspection at the Peach Bottom Atomic Power

Station. The enclosed report presents the results of that inspection. Your staff continued to

operate both units safely. Based on inspection conducted during this period, the NRC

concluded that your staff maintained effective radioactive effluents controls and an effective

security program.

During this inspection, the NRC reviewed the corrective action process and concluded that the

Peach Bottom staff was offective in identifying and correcting problems at the station. In -!

particular, the station was effective in using the Performance Enhancement Program (PEP).

However, the NRC observed inconsistencies in some departmental corrective action programs.

For example, there were differences in the way various maintenance work groups hand lcd some

identified problems. We noted that your staff was aware of these inconsistencies and has

initiated actions to resolve them.

Based on the results of this inspection, the NRC has determined that a violation of NRC '

requirements occurred. This violation is being treated as a Non-Cited Violation (NCV),

consistent with Appendix C of the NRC Enforcement Policy. The NCV is described in the j

subject inspection report. If you contest the violation or severity level of the NCV, you should  !

provide a response within 30 days of the date of this inspection report, with the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk. Washington,

DC 20555-0001, with copies to the Regional Administrator, Region I, and the Director, Of%e of

Enforcement, United States Nuclear Regulatory Comrnission, Washington, DC 20555-0001.
