Dear Mr. Stolz:

On January 30, 1985, Toledo Edison submitted an application (Scrial No. 1113) for an amendment to Facility Operating License No. NPF-3, Appendix A Technical Spccifications, for the Davis-Besse Nuclear Power Station Unit No. 1. This application requested that Technical Specific-ation 3/4.7.7, Hydraulic Snubbers, be revised to include hydraulic and mechanical snubbers, and delete the snubber listing of Table 3.7-3 pursuant to Generic Letter 84-13. In its review of this application, the Nuclear Regulatory Commission (NRC) Staff has requested that Toledo Edison also add a surveillance requirement which requires the performance of a post-transient inspection of all hydraulic and mechanical snubbers attached to sections of systems that have experienced an unexpected, potentially damaging transient. Toledo Edison is presently preparing such a surveillance requirement and will submit this under a separate amendment application to your office by February 28, 1986.

As discussed with Mr. A. W. DeAgazio of your staff, it is Toledo Edison's understanding that the NRC Staff will complete its processing of the application contained in Serial No. 1113 and issue a license amendment by February 15, 1986 which addresses both hydraulic and mechanical snubbers and deletes Table 3.7-3. The issuance of this amendment is necessary prior to the plant entering Mode 4 of restart from the current outage.
