50-295/79-14 and 50-265/79-12 reyarding an inspection con-ducted by Mr. A. G. Januska and Miss R. J. Greer of your office on May 30, 1979 of activities at Quad-cities Station Units 1 and 2. Reference (a) expressed concern about the response of personnel involved during an emergency drill.

Attachment A to this letter addresses those items of concern and identifies actions taken or to be taken to prevent future occurrences of this type.

ATTACHMENT A Subj ect: IE Report No. 50-254 79/14; 50-265/79-12

- (~ Docket No. 50-254 and 50-265 A review of the Inspection Report by Quad-Cities Nuclear Power Station personnel has concluded that the areas of concern noted in the report are the result of inadequate emergency equip-ment supplies, the need for additional clarity in an existing procedure, and limitations in the existing training program for Hospital personnel. The Station has completed actions to deal with several of these difficulties. In addition, the Station will initiato changes to the intent and scope of the training program that st)uld improve Hospital personnel contaminated patient handlina effectiveness.

Completed Actions (1) To resolve the point of notification between the Station and the Hospital, a revision to Station emergency pro-cedure QEP 410-1 was initiated. This procedure details the actions of the Station Director, whose functional responsibilities include Hospital notification. The revision specifies that the Station Director notify the Hospital House Supervisor. This is in agreement with the RMC Procedures Manual.

(2) The Station has upgraded the Hospital Radiation Emergency Area Supplies with the addition of ten 0 to 1 R Self-Reading Dosimeters and a CP high range survey meter. In addition, the Station reviewed and revised the RMC

Procedures Manual Inventory of Radiation Emergency Area Supplies to ensure applicability. The specified equipment additions along with other improvements are reflected in the revised inventory.

(3) The RMC Manual decontamination kit inventory specified betadine solution. Betadina solution was present in the decontamination kit. However, it was betadine soap that should have been present in the decontamination kit and correspondingly reflected in the Manual inventory. Beta-dine soap has replaced. betadine solution in the decontamin-i ation kit. This change will be noted in a revision to the decontanination kit inventory of the RMC Procedures Manual.

Proposed Actions The ineffective level of Hospital personnel performance was the result of a fundemental lack of differentiation between the

" training" and " drill" portions of the exercise. The Station will implement the following actions to correct this problem.

w (1) The future medical drills will be arranged as exercises

! designed to assess the readiness and capabilities of the involved personnel to deal effectively with the simulated accident situation. The involvement of RMC personnel in future drills will be limited to observation, analysis, and post-operation error instruction. The RMC personnel will not serve as active participants in the drill.

(2) The training given Hospital personnel by RMC will be re-vised and intensified. A training session will be con-ducted at a time separate from the medical drill. The RMC conducted training will place greater emphasis on RMC Procedures, patient handling, hospital actions, and room preparations.

(3) The Quad-Cities Nuclear Power Station will conduct training sessions with Hospital personnel as needed. This training will augment that given by RMC, covering the necessary general radiation protection information not dealt with in the specialized RMC training.

(4) A becond medical drill will be held in 1979. The drill will not involve site or control room actions, but rather will concern itself with Hospital actions, from room pre-paration through patient handling. RMC and Station per-sonnel will conduct training sessions prior to the drill.
