The session lasted from approximately 8:30' a.m. to 123.30 a.m. I and focused, in the main, on the testimony of.NRC emergency  :

? planning staff given at the NRC headquarters hearings on Y October 14, 1988, and December 9, 1988. You will' recall that .,

. the Plymouth Board of Selectmen questioned the truth, r accuracy, and completeness of the October 14, 1988, testimony of your staff. No Plymouth official was permitted to speak at that hearing.- Our vigorous reactions and refutations, line by line of pages 76 to 103 of the testimony transcript of the October 14 meeting were forwarded by us to you in a +

letter dated October 31, 1988. In that letter we said "We trust we have been able to convey to you the substantial doubts about testimony presented that we know to be inaccurate or incomplete as it relates to Plymouth.'

At the December 9, 1988, meeting held at your headquarters, all five emergency planning zone communities testified that their radiological response plans were incomplete and in no way tested. That testimony was followed by the statements of your emergency planning staff which in large measure denied the validity of testimony of our Civil Defense Director and Chairman Thom. con of the Board of Selectmen.

We honestly believe your decisions, particularly of October 1988 to February 1, 1989, were based on erroneous staff testimony and statements, lack of knowledge, and incomplete statistics as regards emergency planning. This is a serious matter since the Pilgrim Nuclear Power Station has been given repeated NRC approvc1 as it moved from restart to 100% power. As we said in our January 24, 1989, letter to the NRC, " Frankly, we sometimes despair

-that you receive the complete truth from your emergency planning staff."

We request a copy of the Inspector General's report when it is published. If you do not choose to publish it, we shall request a copy under the Freedom of Information Act. We hope, however, you choose to make the report public. It is time for the truth to be known.
