The Agumented Inspection Team report (AIT) RICI-Low pressure piping at the Pil grim Nucl ear Power Station and two related issues to PNPS Mr. Kane,.
'As committee members of the Town of Duxbury Nucl ear Matters Committee several of us have reviewed the above report.We submitt the f ollowing questions f or f uther clarification and comments.
- 1. The category "of f normal ". Wouldyoup'leasebesh,efic about the regulatory status of this classification.$1s this a BECG terminology? If so would you please state what NRC catagory the event woul d be cl assified as? Is this according to tech specs?

2.We are: conf used as to the exact number of people invol ved in the incident. Would you pl ease tell us who was in _ the Ll controll room at the start of the incident? Who lef t the l
n controll room and went to the RICI quard? Who was the.HP l
l-that arrived in the reactor building that did not have a key card time? In your answer could you include the j
quaif ications and liscence numbers (both the NRC and Commonweal th).

It has been noted that this off normal event had the

1 We would appreciate clarification on the actual number of incidents (no matter what the cl assification)that PNPS has had? We have been assured that a Loss of Coolant Accident is extremly unl ikel y. What is the statistical data that l
substantaites this cl aim ? Is the history of PNPS in these matters reflected into those numbers?

- 5. On Wednesday,May 10,1989 a local l obster,- man noticed steam comming f rom the stacks of Pilgim I station. Local moniters substaniated higher numbers f or background radiation readings?We were told that PNPS was in cold shut on that date? If not-down at: that time. Was PNPS venting what was the steam in the stack?
6.On. Thursday May 11,1989 a man who f irst killed his wif e
. He then and subsquentl y stole: a pl ane f rom Logan airport proceeded to" Bu::" Logan and the entire South Shore area
'for a number of hours. Sel ectwoman Al ba Thompson has conf irmed that a plane was cited in Pl ymouth and that the l oc al Plymouth airport had-been armed. Reports were that of Rockey Hill Road this plane was cited at the beginning less than 1/2 mil e f rom PNPS.
PNPS at that Our concern f ocuses on the security at time.Was the NRC notified of the incident? What precautions are presently in place to deter any such maniacs?
