Dear Chairman tech Thank.you for the opportunity afforded the Town of Plymouth We to tutify before the Commission on December 9,1988.

We felt you really

listened.
Obviously it was an advantage for your staff to have heard the EPt communities outline the status of their unprepar&dness for the re-start of the Pilgrim Nuclear Power Station before it made its presentations.
I Dr. Bellamy's statements took on the nature of rebuttal, but his sources of.information could only have been based on whatever the staff believes it known about our plans and procedures.
Thtt is a good deal less than what we know about ourselves.
Rere is the nub of the problem.
Your emergency planning staff assumes that even preliminary drafts indicate a readiness for operation.
Almost all of those drafts were prepared by the planners of Boston Edison and are merely Of beginnings to be developed by our experienced personnell course the utility would like to believe pieces of paper tranalate into emergency preparedness, but your staff should know better.

individuals knowing, by training, what they are expected to 2
do, no draft can be said to be anything but a piece of paper.

The insistence of your staff that the Town of Plymouth is j
