Governor Dakakia has asked me to inform you that Lt. Govornor Evelyn Murphy will represent the Ccmmonwealth of Massachusetts at Friday's.9.R.C.
meoting to conalder the Boston Edison Company'S request for permission to restart the Pl1 grim station Nuclear power Plant.
At thia proceeding, Lt. Governor Murphy will restate the Commonwealth's position that Boston Edison's power ascenaion program should not hegin until onergency evacuation plana and procedures have been approved by both state and local governmental units and have been completely and successfully tested.
Approved and tested plans save lives.
"Progress" in the development of plans does not.
Covernor Dukakis and I were extremely dismayed to learn that the Commission will not allev Jocal elected of ficials, local civil defense directors, police chiefs and fire chiefs to speak at. Friday's proceeding.
Your refusal to hear from these officials is an insult to the community leaders who have worked long and hard in an attempt to develop Tdequate plans to protect public health and safety in the event that there is a radiological emergency at pilgrim Station.
Governor Dukakia and I feel strongly that the Commission should hear f rcm these public officials.
However the Commiccion appears prepared to rely solely on the recommen,dations 02 N.h C. staff who have not been directly involved in the ongoing local and state planning processes and who refuse to acknowledge and coc.mit to remedying, prior to resto.rt, the many critical outstaading emergency preparedt.eas issues which remain.
I ask that you reconsider your ref usal to hear f rom these local leaders and notify ne immediatoly no that they can be prepared to addreas the Commission on Friday.
