Mr. Lando W. Zech, Jr./ Chairman United. States Nuclear Regulatory i
Commission Washington, D.C.

Dear Mr. Zech,
i I am writing in regard to an issue of great importance.
I represent the town of Bourne in the Massachusetts legislature.
j Many of my constituents have been quite concerned about all of the issues surrounding-the Pilgrim Nuclear Power Plant.
What is of
-particular concern is Bourne's, exclusion from being notified in the event of an accident, even though a part of the town rests within 10 miles of the facility.
I feel that Bourne residents should be entitled to the same consideration as those communities in close proximity that are within a 10 mile radius of the plant.
I have been opposed to a restart for l
a number of reasons, but primarily because of inadequate evacuation plans.
I think that a detailed management plan is needed to look at l
the traffic-impact and other related issues should an accident of any ma5nitude take place.
\\\\ I would like to propose that the town of Bourne, in its entirety, be designated as part of the EPZ.
I know that' the town fathero concur with my proposal.
I hope that you will act favorably on this very important matter.
Thank you for your consideration.
Sincerely, u
Thomas S.
