Dear Mr. Zech:

The' Board of Selectmen of the Town of Plymouth vigorously protests the submission of a " periodic status report on

                    .pif -gitt emergency planning" by Boston Edison.

At a Civil Defense meeting on January 19, 1989, at the Emergency Operations Facility of Boston Edison located on Obery' Street, Plymouth,. Massachusetts, Mr. Robert Bradshaw of Boston Edison revealed he was supplying such a status report to Mr..Craig Conklin of the NRC.  ; I We remind you, as we did in your hearing on December 9, 1989-, that Boston Edison is not an objective source of , information on the Town of Plymouth's planning. We are. The ( Board of Selectmen is responsible for the development, { training, and implementation of off-site emergency planning, j not Boston Edison, j It is eminently ridiculous to accept information on these matters from Boston Edison when that company has no responsibility for off-site planning. Do you come to the Town of Plymouth for a status report on on-site planning at the Pilgrim Nuclear Power Station? Or do you acknowledge that Boston Edison is the best source of information since it is responsible for on-site planning? Mr. Conklin said "It was an easy way" of getting information on EPZ communities, and he then verified it with our Civil Defense Director. You are already therefore in the position of questioning the validity of the status report received from Boston Edison and must return to the town to correct any errors. We are instructing our Civil Defense Director not to play any part in such a procedure which defies all the rulee of proper, valid communications and reporting. c'h*fh NR n

I. L2ndo Zcch, Chairman January 24, 1989 Page.2 If you wish a status report on our planning, then honesty requires that we, the responsible party, submit it. We shall be happy to cooperate . We restate our position. We reject any Boston Edison status report on the status of the Town of Plymouth's emergency planning, and we are instructing our staff that status reports must be forward to the NRC through our Executive Secretary. You are on notice! We are concerned, and we are angry to find evidence that the NRC continues to go to the utility for information which is in the area of our experti:' and our responsibility. We ask that you issue immediate instructions to your staff to stop this method of gathering reports. You are again in danger of receiving suspect and invalid information from your own staff. Our vigorous denial that either Boston Edison or your emergency planning staff knows as much about us as we ourselves do is a matter of our testimony given on December 9, 1988. It would appear that some of your staff never read that testimony. Frankly, we sometimes despair that you receive the complete truth from your emergency planning staff. This lack of confidence in the midst of our hard work on radiological emergency planning gives us a sense of futility. Only our concern for the safety and health of our citizens keeps us working in this vacuum of mutual trust. Very truly yours, BOARD OF SELECTMEN T b Alba C.
