- w ussA SvRat Mr. William Russell Director Region One U.S. Nuclear Regulatory Commission King of Prussia, PA 19406 Dear Mr. Russell As House Chairman of the Joint Consmittee on Energy of the Massachusetts legislature, I chose not to testify at your Februarv 18th meeting regarding the Pilgrim nuclear power plant because it failed to meet certain basic criteria which I believe are necessary for there to be meaningful public input.
Pursuant to a petition which I co-signed that was filed on July 15, 1986, pursuant to 10 CFR, section 2.206, a fonsal adjudicatory proceeding needs to be held by the NRC to examine in-depth the numerous acknowledged deficiencies in the management and operation of Pilgrim, in the emergency response plans and in reactor safety at Pilgrim. These reactor safety issues, in particular, require expert witnesses and cross-examination and are impossible to address in a five minute public comment period.
I again urge the NRC to conduct the formal adjudicatory hearings that are necessary to resolve these outstanding issues in a manner that vill restore public confidence.
