Dear Chairman Zech:

On Wednesday, April 12, 1989, we were apprised that the Pilgrim Nuclear. Power Station had suffered procedural inadequacy due to personnel inadequacy and a malfunction involving a valve.

A few days later on Sunday, April 16, 1989, an unusual event was declared lasting from 1:40 p.m. to 8:30 p.m.

This sequence of events is disturbing, particularly in the face of the town of Plymouth's vulnerability due to radiological emergancy plans which are both incomplete and untested at this time. We remind the Nuclear Regulatory Commissioners that they have been repeatedly warned of the incomplete status of radiological planning in this community.

The NRC has permitted restart and ascension of power in the face of reports from the Board of Selectmen of implicit dangers in this situation.

We also point out to you discrepancies in the information furnished by Boston Edison to the media, particularly in l regard to the amount of spilled water, the lack of reference to personnel error, and the lack of candor in facing the fact that the " unusual event" status, not regular maintenance, was the reason for shut down on Sunday April 16. Frankly, we are always forced to double check all information being issued from Pilgrim Nuclear Power Station with an NRC resident inspector. The citizens of Plymooth deserve the facts having often suffered the loss of credibility when public information becomes public relations. The past week's evva?
