Dear Chairman tech:

l I am in receipt of your letter dated October 14, 1988 i regarding the NRC meeting in Rockville, Maryland on Friday,  !

October 14, 1988. I do not believe that my conduct in seeking l to be recogni:ed after the conclusion of the NRC's staff l presentation warranted the abusive treatment I received from  ;

your security officers. In my more than thirteen years of  !

public service, including ten years as a state prosecutor, I  ;

have never been treated more rudely or with a greater disregard  ;

for my civil rights than I was at your meeting. l Your offer to arrange for a meeting in my offict with NRC staff will not do justice to the systematic disregard for fair i play and due process that has characttri:ed the NRC's response to the serious emergency planning problems at the Pilgrim plant. As recently as October 13, 1988, in your letter to l Secretary Barry, you made reference to the many public meetings t that your staff has conducted in the vicinity of the Pilgrim  !

nuclcar power plant in order to obtain the views of local I officials and residents. That statement is not true. In the past year, there has been only one public meeting by the NT,C (

devoted to emergency planning and that took place in Rockville, l Maryland on October 5, 1988. This was the meeting at which the l local officials from Plymouth and Duxbury who had travelled to l Maryland with me were denied an opportunity to address Dr.  !
