Dear Mr. Barry:

I t, ave reviewed your letter of May 27, 1988 regarding your request for observa-tion of the Ptigrim Integrated Assessment Team Inspection (IATI). As stated in my letter to you dated March 18 1983, and confirmed during recent te16 phone conversations with Assistant Secretary Peter Agnes and Ms. Marie Miller of my staff, one Comenwealth of Massachusetts representative will be permitted to observe the planned NRC 1ATI at the Pilgrim Nuclear Power facility. We will continue to coordinate with Assistant Secretary Peter Agnes during the prepara-tion phase of this intpection.

We acknowledge your designated representative is Mr. Gregory Minor of MHB 1

Technical Services. He may accompany the NRC inspectors and will be given access to all aspects of the team inspection including team meetings and entrance and ezit meetings with the licensee. The enclosed protocol is to be followed by Mr. Minor during this inspection. It will be necessary for Mr. Minor to ackgewledge by his signature that he will follow this protocol.

ENCt.050RE Guidelines for Accompaniment on the Integrated Assessment Team Inspection The following are guidelines for accompaniment during NRC's Pilgrim Integrated i j Assessment Team Inspection.

1. The observer is to make arrangements with the licensee for site access t, raining and badging.

! 2. The observer shall be available throughout the inspection and will accom-l pany NRC inspectors. Comunication with the Itcensee will be through the j appropriate NRC team member, preferably the team leader, i l

3. When the conclusions or observations made by the Comonwealth of I J

inspectors, Comenwealth of Massachusetts will make its observations  !

imediately known to the . inspection team leader and available in writing l to the NRC and the licensee, in order that NRC can take the necessary

] 4. NRC inspectors are authorized to refuse to permit continued accompaniment  !

5. The Comonwe'alth of Massachusetts observer in eccc6mpanying NRC inspectors will not normally be provided access to proprieta ry information. No  ;
