Dear Mr. Zech:

At the December 9, 1988, hearing in Rockville, Maryland, the Commissioners listened to the testimony of the five  ;

communities in the emergency planning zone around the Pilgrim Nuclear Power Station. In every instance the communities testified that radiological emergency response planning, equipment, personnel, and training were incomplete and untested.

The Nuclear Regulatory Commissioners evidently did not believe the testimony of those who have the legal obligation for planning and execution. It chose to accept the testimony of its own staff although that staff had made exactly one visit to the Plymouth Civil Defense Df. rector in three years and that was made in November 1988 one month before the December hearing. The same staff never examined the drafts of any of the one hundred required implementing procedures required by the Town of Plymouth for its safety in the event of nuclear disaster.

Now it has been revealed that the Taunton reception center designated to accept thousands of evacuees from the Town of Plymouth is not prepared to do so. It lacks decontamination capability. Its lacks basic materials such as clothing changes. Indeed the very building (Cain) will not be .

renovated by Boston Edison, and another building will have to be built. When?

Please explain to us how your staff could have testified that this reception center was viable and was ready to perform its functions. Explain to us how our draft plans that give repeated instructions to proceed to the Taunton Reception Center can possibly be of value.

Why didn't your emergency planning staff honestly report these conditions to you. These are shocking revelations, and we deserve an explanation.
