l Please refer to the so-called " Status of Pilgrim Emergency Planning Issues" (January 27, 1989) forwarded by Boston Edison to NRC Staff.

Actually the very title is incorrect l

since in the case of the Town of Plymouth the report purports 3

to be a status report on off-site radiological planning issues, not a matter of jurisdiction or responsibility of Boston Edison, but one of jurisdiction of the Town of Plymouth.. By previous letter, we reject the validity of Boston Edison's reporting on our off-site preparedness.

we know our day by day status and, if you want the truth, you may have it from us.

However, please refer to the page titled " Status of Emergency Planning Issues Dridaewater" (Reception Center).

Please note that work on " enhancements" has not been done and that even talks with the governing Bridgewater College Board of Trustees are not scheduled until February 23, 1989.

Essentially there is nothing in place except an old gymnasium building.

Even the portal monitors are stored elsewhere in the town.

How then did your emergency staff and Boston Edisors testify in October - December that this reception center could perform the functions of monitoring and decontaminating the numbers of persons expected to use Bridgewater during an evacuation?

Please see also the pages of the so-called " Status of Emergency, Planning Issues, Taunton", (Reception Center).

Note that the building was not even cleaned until January 28 a'nd 29, 1989.

Note that portal monitors (not yet properly positioned or tied into the electrical system) did not arrive until January 10,, 1989.

Note that the portable decontamination unit (not yet connected to plumbing) did not arrive until January 26 and 27, 1989. On what basis then, did you accept Boston Edison's testimony in October of 1988 and your staff's statements of December 9, 1988 that the Taunton Center could perform the functions of a reception center?

You have'on many occasions exhorted the Town of Plymouth to move expeditiously,in the development of radiological emergency plans.; Many, many hours are being expended by town-

officials and personnel in exactly that' pursuit.

Eowever,.the persistent inadequacies in how your staff gatherscinformation on' readiness in: our community and.

particularly the inaccurate. reports on the status of the reception centers is disheartening.

We do not feel that the Commissioners know the truth.

It certa' inly affects your credibility in the present circumstances, and.it strains our relations with both Boston Edison and'the NRC..Something is radically wrong in the assessment procedures your staff employs.

We are living through~the tenuous re-start procedures at.the Pilgrim Nuclear Power Station without completed. local emergency plans, without any testing of any plans,.and-without all reception centers ready to perform their tasks,.

yet, the NRC Commissioners have decided this area is ready to cope with any possible radiological disaster.

This-letter reaffirms again this community does not agree.
