          " Licensee Event Report System," and Supplement 1 thereto, the District has pro-vided an " expected submission date" for each Licensee Event Report (LER) which could reasonably be planned to be supplemented. Some of the supplements were planned to be submitted when the root cause of the event was determined after the careful scrutiny of the event by the newly formed Incident Analysis Group (IAG). It was not possible, nor is it reasonable, to require that a formal root cause analysis on each LER be performed within the 30 day period specified in 10 CFR 50.73.
Due to the formative stage of the IAG's development, the sequence of events which occurred in 1985 (June 23, October 2, December 5 and December 26) and the informal nature of the " expected submission date," the NRC resident inspector was informed, in the third quarter of 1985, that some of the expected submission dates would not be met.
It should be noted that Item 25.8 of Supplement 1 to NUREG 1022 states, in answer to a question, "the Expected Submission Date (Item 15) for supplemental reports is a target / planning date. It is not a regulatory commitment." At the time that the LERs were originally sent, the expected submission dates were reasonable and were planned to be met. However, as noted previously, significant events trans-pired which precluded the District from focusing on areas which were not directly related to the safe operation of the plant or to regulatory commitments.
As time has permitted, a review of 1985 Licensee Event Reports were completed and the following LERs, which were originally scheduled to be supplemented, have received revised submission dates as indicated:

LER 86-02, " Pinhole Leaks in Casing Drain Line for 'B' Decay Heat Pump," will not_be supplemented by May 30, 1986 as expected, because of the protracted re-start effort and technical specifications which preclude taking any of the 100% capability decay heat loops out-of-service until the steam generators are available for redundant heat removal. It is now expected that the supplement to LER 86-02 will be submitted by August 30, 1986, which is approximately 30 days from when the decay heat system work is currently scheduled to be completed.
