COMMENT ON DRAFT NUREG-1022, REVISION 1 On May 6, 1993, a public meeting was held to discuss issues raised by public comments on draft NUREG-1022, Revision 1 " Event Reporting Systems - 10 CFR Clarification of NRC Systems and Guidelines for Reporting."

Outside design basis. The staff proposes to consider a plant outside of its design basis when one train of a two train system is unable to perform its safety function for an extended period of time.
In response to industry comments, the staff will clarify the discussion, to indicate that this does not include cases of
" technical inoperability" such as missed surveillances and it does not include relatively short periods of time.

The AE00 staff now plans to redraft the report, obtain office concurrence, and reissue the report for public comment.
(The need for this second public comment period was one of the industry representatives' primary points.)
Following the public comment period, which is expected to be brief, CRGR review and ACRS comments will be sought and the report will be issued in final form.
