        of your licensed program.

        your commitments in developing a supplemental method of data transmission
        between the meteorological tower and the control room. This method will be
        reviewed during a subsequent inspection in this area.

                        Response to I&E Inspection No. 50-213/85-08
      In Reference (1), a violation was cited concerning required reviews and audits
      performed by the Environmental Review Board (ERB) in accordance with the
      Haddam Neck Plant Environmental Technical Specifications, Section 5.3.
      Accordingly, pursuant to 10CFR2.201, CYAPCO is providing its response to the
      subject Notice of Violation. A restatement of the violation followed by our
      response is provided as Attachment 1.

                          As a result of the inspection conducted on March 25-29,1985, and in accordance
                          with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following
                          violation was identified:
                          Environmental Technical Specifications, Section 5.3, " Review and Audit," states,
                          in part, that, "The Environmental Review Board shall make or cause to be made
                        . at least semiannual reviews _or audits of the following... surveillance records,
                          written procedures, and reports required for compliance with these
                          Environmental Technical Specifications."
                          Contrary to the above, the scope of the 1983 Semiannual Environ' mental Audit
                          #A20021 failed to include a review of the Annual Environmental Operating
                          Report, Part B or the Radioactive Effluents Release Report. Additionally, the
                          scope of the 1983 Semiannual Environmental Audit #A20022 failed to include a
                          review of ' the Radiological Environmental Monitoring Program surveillance
                          records or the Annual Environmental Operating Report and the Radioactive
                          Effluents Release Report.
                          This is a Severity Level V violation. (Supplement 1)
                          Response                                                                                                                                              ;
                          As a result of the finding, a review was conducted to ensure ERB audits ~                                                                              !
                          subsequent to 1983 were complete. Results of our review indicate that all
                          required audits were conducted. In order to correct the deficiencies cited and
                          provide - measures to help prevent reoccurrence, the following measures and
                          corresponding schedules are proposed:

                          o    The ERB audit conducted during the summer of 1985 for the Haddam Neck                                                                            l
                                Plant will ensure that the 1983 Annual Environmental Operating Report,
                                Part B and the two 1983 Radioactive Effluent Release Reports have been
                                reviewed. This action will be completed by September 1,1985.
                          o    ERB audit procedure MPERB-1, " Environmental Review Board Procedure                                                    .
                                Environmental Audits", will be revised to include a requirement that the
                                ERB Chairman and Audit Chairman review the audit package to ensure
                                that all required items have been audited. This action will completed by
                                August 1,1985.

                          Informational Letter in Regard to Unresolved item No. 213/85-08-04
                During IE Inspection No. 50-213/85-08, your Mr. A. A. Weadock identified an
                unresolved item (No. 213/85-03-04) in regard to our inability to bring
                metteorological monitoring equipment within tolerance ranges specified in
  ,
                calibration procedures. As pointed out in the inspection report, CYAPCO
  t              attributes this problem to inadequacies in some meteorological signal cable
!
                between the Meteorological Building and Control Room. Because of this
                problem, we committed to provide a short term solution and evaluate potential
                long term solutions considering the reoccurring nature associated with the
                underground meteorological signal cable. Again, as noted within your inspection
                report on March 31,1935, during a phone conversation we confirmed that a short
                term solution had been accomplished. This was done by utilizing spare cable
                within the cable run for meteorological signal transmission.                      Once this
                switchover was completed, successfulinstrument calibration was attained.
            - In response to your second request to evaluate a long term solution, we have
                done so and are enmmitted to the fo!!owing action plan:

                          O    A supplemental means of data transmission will be available via use of
y                              an on-demand, dial-up data terminal which will be installed in the
                              control room to obtain meteorological data from the mini-computer at
j                              the base of the tower, via a telephone line completely separate from
j                              the signal cable. This terminal is scheduled to be operational by

                      The planned final solution to provide meteorological data access in the
                      control room entails replacing the existing analog recorders with
                      digital data displays and installing a dedicated, real time data
                      terminal. This will continually display data from the mini-computer at
                      the base of the tower which will be transmitted via a telephone line.
                      Because of the time required to procure and install the new devices,
                      and consider appropriate backup schemes, an in-service date of
                      October 11,1986 is targeted.

Notice of Violation  !

As a result of the inspection conducted on March 25-29,1985, and in accordance

with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following
