Dear Mr. Stolz:

On January 30, 1985, Toledo Edison submitted an application (Serial No. 1113) for an amendment to Facility Operating License No. NPF-3, Appendix A, Technical Specifications, for the Davis-Besse Nuclear Power Station Unit No. 1. This application requested that Technical Specific-ation 3/4.7.7, Hydraulic Snubbers, be revised to include hydraulic and mechanical snubbers, and delete the snubber listing of Table 3.7-3 pursuant to Generic Letter 84-13.

In its review of this application, the Nuclear Regulatory Commission (NRC) Staff requested that Toledo Edison add a surveillance requirement requiring the performance of a post-transient inspection of all hydraulic and mechanical snubbers attached to sections of systems that have experienced an unexpected, potentially damaging transient. On January 22, 1986 Toledo Edison committed in Serial No. 1239 to provide euch a proposed license amendment.

Per a telephone discussion on March 24, 1986 with Mr. A. W. DeAgazio, the NRC Staff has requested that Toledo Edison also commit to the following changes:

- Delete Footnote No. 6 to proposed surveillance requirement 4.7.7.2b.

- Add "within the specified range" to the end of proposed surveillance requirement 4.7.7.2c.2.

This letter confirms Toledo Edison's acceptance of the addition of these two changes. Toledo Edison will incorporate these two changes with the transient event inspection surveillance requirement in a proposed license amendment scheduled for submittal in April, 1986.
